Most padded cycling knickers are thermal and are too hot to wear when temps climb into upper 50s, and 60s. But many mornings start cold, then warm up. Choice is light knickers vs. shorts with knee warmers. Knee warmers are a nuisance to keep up and to take off. Lightweight knickers can be ideal. 5 years ago I purchased lightweight knickers, Gore Bike Wear, and they have held up well. I've searched for a new pair for over a year, and finally these appeared. They are comfortable, fit well, good looking (I bought the yellow paneled for visibility). First week I rode about 150 miles in them. Highly recommend. The pad may be more simple than that in expensive Gore Xenon bib shorts, but is functionally equivalent.
